We need a Marshall Plan for Europe

This week I was at Strasbourg representing the House of Commons at the Parliamentary Assembly of the Council of Europe.

I was advocating for a new Marshall Plan for Ukraine.

The Council of Europe's Development Bank should be facilitating that rather than funding solar energy installations.
