Rwanda and Human Rights

Dear Constituent,

Thank you for contacting me about human rights in Rwanda. 

I know the UK is committed to continuing to support Rwanda’s development and helping to build on the significant economic and social progress that has been made since the genocide 28 years ago.

During the Universal Periodic Review (UPR) of human rights in Rwanda last year, the UK welcomed Rwanda’s strong record on economic and social rights, and promotion of gender equality, whilst also making recommendations for improvement on issues of continued concern, especially civil and political rights as well as media freedom. I am assured that the UK will continue to monitor the human rights situation in Rwanda and engage directly the authorities there, both through the British High Commission in Kigali and at ministerial level. The UK will also continue to engage on human rights in Rwanda via the Commonwealth. 

A peaceful and prosperous Rwanda is essential for stability in Africa, which is why I welcome the UK's investment in Rwanda. However despite significant progress, poverty levels remain high. Therefore, I believe it is important to continue supporting economic growth and development in Rwanda and I was pleased to learn about what has been achieved so far.

I note your concerns about Rwanda hosting the Commonwealth Heads of Government Meeting (CHOGM) in June. The progress which Rwanda has made in recent years regarding development, healthcare, reconciliation, and prosperity is encouraging. I know that the UK has been engaging closely with Rwanda to support the delivery of a successful, in-person CHOGM in Kigali in June.

The UK Government has been following developments regarding Paul Rusesabagina and shares the concerns of our international partners about due process in the case. There must be accountability for inciting violence against civilians but we will always defend the right to a fair trial. We continue to call for fair trials for all those in detention and fair and transparent application of the rule of law. I will ensure that my ministerial colleagues at the Foreign, Commonwealth and Development Office are aware of the points you have raised regarding Mr Rusesabagina.

As a friend and close partner, the UK encourages Rwanda to uphold and champion Commonwealth values of democracy, rule of law and respect for human rights.
